World Cup events and shorter stage races, finishing fifth overall at the Tour of Luxembourg while placing in the top 20 at the Four Days of Dunkerque (keyed by a solid ninth place ride in the time trial stage), the Tour de l'Ain and the Tour of Holland (helping Viatcheslav Ekimov to the victory). Joachim then moved on to play a role in the team finishing second at the Tour of Catalunya. One week after Catalunya, Joachim won his second Luxembourg National Championship four years-in solo fashion-taking the road race from a group of three chasers nearly one minute back. Joachim then wore his country's colors at the Tour of Spain, riding hard for the team and assisting Roberto Heras to the victory. Joachim then brought his form to the World Championships and rode in both the time trial and the road race.

In 2002, Joachim took part in his second Tour de France, finishing 89th overall. The '02 Tour was extra special for Joachim as his home country of Luxembourg hosted the Grand Depart. In other events, Joachim supported the team leaders at the Classics and World Cups events. In 2001, Joachim, who won his first Luxembourg National road title in 2000, missed out on the Tour de France but instead competed in the Tour of Spain, working for the team's leaders that finished third and fourth overall. That same season, Joachim just missed winning another national road title, placing second.

In 1999, Joachim scored his first win as a professional at the PruTour. Later that season, Joachim finished in the top 20 at the Tour of Luxembourg and second in his national road race and time trial championship. As an amateur in 1998, Joachim won a stage at the Tour de l'Avenir following a lengthy breakaway and placed 16th in the Espoir road race at the World Championships after leading the event for five laps.
